House Bill Seeks to Establish Job Placement Office for PWDs
Representatives Horacio P. Suansing and Estrellita B. Suansing aims to create a job placement office for PWDs. Both legislators filed House Bill (HB) No. 1092 which requires provinces and cities to establish a Persons with Disability Employment Facilitation Office (PWDEFO). This facility will offer employment and skills training services for PWDs seeking job opportunities.
“The United Nations has also called upon government agencies all over the world to develop and provide the needed programs to promote the welfare of persons with disabilities in their proclamation of the ‘Asian and Pacific Decade of Disabled Persons’ from 1903 to 2002 and its extension to another decade from 2003 to 2012, which emphasized a paradigm shift from a charity-based approach to a rights-based approach to disability,” according to the bill.
HB No. 1092, otherwise known as the Persons with Disability Employment Facilitation Office Act was previously filed during the 15th Congress by Senator Manuel “Lito” Lapid and in the 16th Congress by former Senator Jinggoy Estrada. It aims to institutionalize the need for a public job placement facility for PWDs.
Functions of the Job Placement Office for PWDs
According to HB No. 1092, one of the functions of the PWDEFOs is the encouragement of employers to submit a list of job vacancies for PWDs regularly. The House bill also tasks the facility to assist employers with their recruitment concerns.
They will also grant PWDs access to a variety of skills training, livelihood, and self-employment programs offered by both government and non-government organizations (NGOs). The proposed measure also instructs PWDEFOs to organize job fairs and career counseling for PWDs.
HB No. 1092 will also require the Department of Health (DOH), the National Council on Disability Affairs (NCDA), and the Department of Labor and Employment (DOLE) to conduct an annual Nationwide Disability Prevalence Survey. The survey will identify the prevalence of disabilities in the country. It also includes a report detailing the status of rehabilitation, needs of PWDs, and other pertinent details.
In the proposed measure, DOLE is responsible for the administration of PWDEFOs in the country. However, there are still changes to the amount of management under the labor and employment agency.
