The Department of Labor and Employment (DOLE) aims to place multiskilled construction workers in a talent pool from the construction industry in the Philippines to resolve the shortage of talent in the sector. The labor agency plans to encourage existing construction workers to learn additional skill sets related to their industry and maximize their employment in any construction projects.

Senators started filing their priority bills last July 1, 2019, before the formal opening of the 18th Congress at the House of Representatives on July 22. Senate President Vicente Sotto III was the first to file, with the 14th Month Pay bill being the highlight of the advanced filing of priority bills.
